While this is true, The Server CAN have sv_cheats enabled. however, most servers don't enable it, they just have as mentioned, admin commands, or plugins with the sourcemod and metamod. I run a server with Tankbuster, And Admin commands, so I can control kicking and all that, and spawn stuff, without sv_cheats, but if I wanted it'd be easy to
