The Lunatic set might be worth it since that is account bound so you can at least have use for it after upgrading to ascended. bandit crests is for Sinister gear if I'm not mistaken. for the Viper's gear you can make viper's insignias using (3) black diamonds for each. and then change the stats of existing ascended armor. that would be the fastest way i suppose. If you mean vipers it's best to make money and purchase the diamonds.
To be honest, for open world pve i dont use another ascended armor set cuz i am cheap. I got quite some gold doing fractals and later raids, so i built viper's for raids, minstrel for raid's and wvw, and i have another exo scholar for wvw - for which i'd need also a marauders and maybe a trailblazer for the meme.

Celestial is a self sufficient build. Played at the peak of performance, a viper will do better dps for condi build in open world, but you lose the ability to shrug off damage, heal, keep all your boons up easily, etc. Celestial is so much less effort for the same payout.
